If you are considering moving to LA without any money I would seriously ask that you do not do that. For some reason, I have met so many people who believe that moving to LA and becoming homeless is a sign that they are going to make it and become a big star. It doesn’t mean that, it means that you are unprepared to care for yourself and should not be moving here.
There are plenty of shelters in LA and from what I am told, none of them are fun. You can work while you are in some of their programs but they are very strict and you have to give them a certain amount of money each paycheck so they can save money for you so when you graduated from the program you will have money. They act as your parents and rightfully so if you depend on them for shelter. There are curfews and rules and all kinds of situations you will not find comfortable.
Don’t plan on doing that. Don’t move here and depend on government assistance to take care of you. Instead, find a job where you are that has branches in Los Angeles so that you can transfer after a year and you will be guaranteed a job when you get here. Develop a skill that you can use anywhere to make money so that you can have a side hustle as well.
So many people do move here and end up in shelters, but I have only met ONE who has made an independent life for himself with his own business, the rest are consistently teetering on needing help and dependent on government assistance to get by, I don’t advocate for that kind of behavior. Develop the skills to support yourself before you get here. Los Angeles does not care if you stay or leave. You have to want it for yourself.
Good Luck!
